April 11, 2009 Schwarzenegger Signs SB 115 Providing Substantial Contract Incentives for Disabled Veteran Business Owners (Sacramento, CA) - Governor Arnold Schwarzenegger signed landmark legislation for California Disabled Veteran Business Owners. Sponsored by the California DBE Alliance, it reached the Governor’s desk with impressive unanimous Legislative support.
SB 115 requires DGS to develop procedures that implement an incentive for prime contractors to include Disabled Veteran Business Enterprises (DVBE) in their bids for State projects.
Further, the Governor and Legislature remind everyone the “It is the intent of the Legislature that every state procurement authority honor California’s disabled veterans by taking all practical actions necessary to meet or exceed the disabled veteran business enterprise participation goal of a minimum of 3 percent of total contract value”
For the prime contractors doing business with the State, SB 115 offers a clear economic incentive to include DVBE subcontract participation. For
DVBE’s it offers increased demand for their participation, and greatly assists outreach to Disabled Veteran Businesses in California.
